I'm sure earth element fans will like similar features for their toon also.
One more thing about the shadow power for stalkers, they should teleport totally different from other classes. They should teleport from the shadows with a dark effect, not electric. That can also be applied to other toons, style set teleporting.

Elemental effects are doable for limbs, but there could be some clipping issues - for example, if your arms are made of fire, then that would very likely clip through any shoulder pads that you were wearing.

The best dragon/reptilian head in any MMO, imho, was Beast 6 in the Monstrous category of CoX. I had at least 5 alts that were dragon/reptilian type characters and Beast 6 had the right blend of realism and detail to fit those character concepts.

I know you cannot directly copy Beast 6 but, if you can get a dragon/reptilian head that is close to it, you will make this reptile lover very happy!

We'll have a variety of animal heads, inclining lizards/reptiles, so a dragon-ish one is likely.

I tend to agree with that. That was the best head in terms of looks and body blending.
You're really gonna want that cowbell. :P

I love to be able to use some old school military uniforms from the 18th and 19th centuries. Kind of something like the British redcoats or something Napoleonic-esque. This was something that was always missing from the original CoH and I would love to see it here.

So sort of Nemesis-ish, but less steampunky?

Uniforms of that type make me think of the classic toy soldier look. Those would be useful for making custom enemies for whatever mission creator we end up with. You have my vote. :D

I'm sure I've said it before, but for costumes:

Hands:
knuckle-gloves - like you have for Krav Maga
martial arts gloves - like Ken/Ryu use
wrist gloves - simple wrist length gloves, like Rogue (X-Men) uses often
forearm gloves - up to your elbow, in different styles (cuff, no cuff, etc)
-elemental effects - cuff on fire, ice chill falling off the glove, electric sparks sizzling across the glove
-patterns like in CoH - flame, electric, ice, tech circuitry, mystic, etc.

Boots:
sneakers (with regular socks and calf-high socks), sandals, winged sandals
calf-high boots; girls get options with heels and without.
thigh-high boots (girls) - with/without heels
knee-high boots - armored (like Scorpion), normal hero style, Gold Zeo Ranger knee-caps-style (kneepad with two straps top/bottom).
-elemental effects like gloves
-patterns like in CoH - flame, electric, ice, tech circuitry, mystic, etc.

body:
toga - great for angel characters or mythics

total package - stereotypical view of what these would look like:
roman centurion
greek hoplite
anglo saxon
viking

belts:
regular belt
hero belts with packs (like Batman in the 60s)
tech belt (mechanical, segmented with packs)
rope

tails:
cat, squirrel, fox, bunny, nightcrawler/devil-style, lizard/reptile, wolf

I'm sure it's been said before, but this is totally off-the-cuff. I'm sure you've got the basics of any generic silver-age hero's costume in there.
