Group Name: Pupa Magisters (latin for puppet masters)
Group Creator: Sir Arthur Kensington
Overall theme: A group of rich men pulling the strings of crime. They are behind a lot of the darkness in Salem City.
Alignment: Evil
Sources/Origins of power: Money and immortality. They have connections with villains (namely Corvus and Dr.DeathMask) who have given them extremely long lives.
Motivations: Total control over Salem then, eventually, total control over Titan City.
Area of influence/operations: Salem
Natural level range: Mid Level.
Allies: Corvus, Doctor DeathMask, (they may sometimes work with the Marsh Men), Skorpio.
Main Opposing Factions: Legion, (they are also threatened by Shadow Walker.)
Notable NPCs: Arthur Kensington, Warren Randolph, Steven Ridley.

Group Creation Template

Group Overview:
This group has been around since the early days of Salem city. They were started by Arthur Kensington, a millionaire who came to Salem hoping to craft it in his image, Warren Randolph, who came searching for dark riches, and Arthur Kensington, whos motives are unknown but it is believed it had something to do with the dark magic. The three of them became partners ,realizing that their combined brains and wealth could allow them to rule Salem City. For a while they prospered, they had control over Salem City and they knew its darkest secrets. Until Titan City began. Slowly they began to fade into the shadows of Salem City which was becoming Ground Zero for darkness and evil. They began to lose their power over the dying city. Or so everyone thought. Secretly they are the puppet masters or Pupa Magisters controlling most (no one knows who brought the evil in the first place.) of the darkness in Salem. They may have at one point been good men, but the evil of Salem has made them monsters. They want to turn Salem into a Hell that they will control, then they plan to do the same to Titan City and every other city in the area. They bring death and destruction but nobody knows it’s them. They run Salem from the shadows. Their only problem are these “heroes” Legion and especially Shadow Walker who , despite the hell they put him through, continues to push back the darkness that they try to move into Titan City.

Public Goals: The public isn’t aware of their existence or their intentions.




Private Goals:
Their goals are to turns Titan City and the surrounding area into a Hell that they control.
They bring darkness into Salem through dark magic and crime. They also give money to the villains helping them to bring darkness to Salem and Titan. They have hundreds upon thousands of Dark magicians, evil geniuses, and criminals on their payroll.


History:
They brought the rise of Salem (and possibly it’s fall.)
They became monsters.
They helped turn Salem into the dark place it is today.

Location/Area of Influence:
Salem is the Area and location of influence.
They are attempting to extend their reach to Titan.

Alignment/Faction Interactions:
The general population only knows of the fact that they existed in the past.
They side with evil.
They would try to convert characters of the opposite side to the darkness. If they failed they’d just kill them.

Allies and Enemies:
Skorpio, Dr.DeathMask, and Corvus.
Legion, Shadow Walker.
Do to differences or agreements of their goals.

Notable Characters:
Arthur, Warren and Steven.
They are immortal and very powerful.
The run it from the shadows.
They run it.

PC Involvement:
Yes.
Performing missions for the group and helping spread evil.

Why, or why not? As long as darkness is being spread they don’t care.
Role in Game:
They are behind lots of the evil in the game. And provide funding to villains.
It gives a story for what is causing the darkness in Salem.
Anything that has to do with fixing or destroying Salem.

Minions:
What are the various minion-level members of this group? Mid-level minions.
What do they look like?They are mainly dark magicians or witches. They also have petty criminals.
What powers do they have? Control over dark magic and the ability to summon hellish monsters.
Where are players likely to encounter them? In Salem and the darkest corners of Titan City.
Please have at least 3-5 different kinds of minions. Magicians, Witches, Demons, Petty Criminals, and Zombies(raised by the magic minions.)
What roles do the various minions fill in this group? They cause the death and create the basic, pure, chaos.

Lieutenants:
What are the various Lieutenant-level members of this group? They are the more powerful of the Zombies and Demons.
What do they look like? The zombies are typical, rotting and shambling, but they are also large and strong. The demons are dark, large, and powerful, with four horns on their heads.
What powers do they have? Zombies have strength and healing. The demons have fire,
Where are players likely to encounter them? In the forests of Salem, in the alleys of Titan.
Please have at least 3-5 different kinds of Lieutenants. Smart Zombies, Brute Zombies, Daemon Vicus Mortus(an undead demon), and a demon.
What roles do they fill in the group? They work to spread fear.

Bosses:
What are the various Boss-level members of this group? Facultus Magica,(The Ultimate wizards),Facultus Lamia(ultimate witch), Facultus Daemon,(Ultimate demon).
What do they look like?They look like their lesser versions but with dark armor.
What powers do they have? Control over fire, dark magic, and chaos.
Where are players likely to encounter them? In the center of Salem. Hidden in the darkest parts of Titan City.
Please have at least 3-5 different kinds of Bosses. Facultus Magica,(The Ultimate wizards),Facultus Lamia(ultimate witch), Facultus Daemon,(Ultimate demon).
What roles do they fill in the group? They protect the three leaders and fight heroes.
If you want to fill out the NPC Precis for certain named bosses, you can. It is not necessary to fill out the full NPC Template for them unless you wish to.

Elite Bosses/Archvillains:
What are the various Elite Boss/Archvillain members of this group? Arthur Kensington, Warren Randolph, Steven Ridley.
What do they look like? They look young despite being at least 150 years old and wear suave suits.
What powers do they have? They can summon any of the previously mentioned minions and servants. They posses all of the powers of their servants.
Where are players likely to encounter them? In a mansion in Salem.
What roles do they fill in the group? The rule it.

What should people notice about him? His dark and evil personality.
What stands out and how does he handle it? His cold voice and dark personality. He uses it to intimidate his enemies.

If he is older than he appears, what oddities does that cause?None, Very few know of him.
What is his secret identity, if any? None.
How does his secret identity interfere with his superhero identity? None
How does he hide his superpowers and act like a normal person in his secret identity, if any? None
If he does not have a secret identity, why not? He doesn’t care if people know who he is. He actually wants them to know and fear him.

Nationality/Languages:
Where is he from, what languages does he speak, Why? Usa. English.
What has he seen in his existence and how as it affected him? Death and evil. He also got to watch Salem City fall from grace. He loves it.

Strengths/Weaknesses:
Weaknesses provide more challenging storylines than strengths. Explore and develop them as story arcs in the game. Melee is a weakness he has very little physical strength.

Goals/Obsessions:
Is he constructive or destructive in reaching for his goals? Destructive. He is trying to destroy Salem and Titan City.
How does he resist your obsessions or do they overwhelm him? He is smart but insane. They sometimes over whelm him.

Fears/Enemies:
How does your character manage his fears? He has none.
Does he solve, run away, face immediately, wait to attack, does he use guile, is he aggressive?None.

Interests:
What is this character interested in at this time? Why? The Undead. He feels that they can be made into the ultimate force of darkness.
What made it important to him? His love of darkness.
How does he manifest this interest in the on-going story? He has several attempts at turning heroes and random citizens he kidnaps into his zombie slaves.

History:
In 1823 he came to Salem and helped build the harbor. He watched as Salem Began to decline to the slum it is today. In 1826 he met Warren and Steven starting a partnership for the sake of helping Salem. When a darkness washed over Salem it seemed to have an effect over all three of them. They became angry and lost hope in Salem. As they watched Titan City steal the glory of Salem They vowed to destroy both the terrible memory that is Salem and they vowed to destroy the glory that is Titan City. The same force that compels Shadow Walker to defend Salem compels them to destroy it.

(ChemiCo's background)
The Chemical Corporation is a company that was started after World War Two by a Nazi named Ernst Kuttner who had been Hitler's right hand man. He left Germany after the war with a new obssession....Super Humans. During the war he had met the Lemurians who had given the Nazis aid and exposed them to the amazing abilities people could possess. Ernst was a scientific genius and he believed that super powers where the next stage of evolution. That the super humans may be the supreme race. He began doing experiments on people in 1956, at the age of 41, after moving to the U.S.

ChemiCo had become a trusted company in the small U.S town of Edinberry, that supposedly provided cheap chemical energy to families. In reality the energy was slowly mutating the people of Edinberry, turning them into super humans. in about 1961, it became national news when the people in Edinberry began physically mutating. Some grew long twisted featherless wings, some grew fins and webbed feet. The army attempted to quarantine Edinberry but not without a fight since the change seemed to cause the people to go into a primal rage, and attack every non-mutant they saw. Nobody traced the mutations back to Ernst and ChemiCo.

Ernst moved the capitol of ChemiCo to the prosperous Titan City in 1962. ChemiCo had become a major name for chemical energy worldwide. Ernst was able to inject himself with a concoction the ChemiCo scientists created to grant him near immortality. He begins kidnapping homeless people, and drug addicts, to turn into mutant slaves like that are very much like the creatures of Edinberry, except he can command them. People began suspecting that ChemicCo was behind the mutations that had been roaming alleyways, kidnapping people. But everyone who voiced their concerns where usually gone the next day, turned into mutants.

ChemiCo has not perfected the process of giving people super powers, so that is why the test subjects become mindless deformed mutants. The ultimate goal of ChemiCo is to create the Supreme Race of super humans , who he will use to mutate everyone in the world turning them into mindless supermen under his control, without the negative physical effects of the current mutations. The UN has had suspicion of ChemiCo's activities but haven't had any legal reason to investigate them. Allowing Ernst to continue to try to create his supreme race of super soldiers.

Here are three quick Magic Origin group pitches:

Group Name: Shadow Sentry
Origin: Magic
Alignment: Hero
Mission: To protect the world from the abusers of magic.
Summary:
Housed in an Egyptian Art Deco building guarded by a pair of black cat statues, the Titan City chapter of the Shadow Sentries protects the city from malicious magic and creatures of the night. Within the enchanted walls, members of the Shadow Sentries can study and hone their crafts. Their vaults serve as holding cells for artifacts and entities that are either too dangerous to destroy or are impervious to any known disposal method. As such, the Shadow Sentries have to beat back the occasional robbery attempt.

A triumvirate heads the Titan City chapter of the Shadow Sentries. They decide who is worthy to enter the organization after a trial. Once accepted, a Shadow Sentry can expect to battle all manner of supernatural threats.

(The building idea is inspired by the entrance to the Carreras Factory. A purely superficial detail I thought was cool.)


Group Name: Lazuli Agency
Origin: Magic
Alignment: Freelancer
Mission: To collect magical artifacts for their fee-paying customers.
Summary:
Founded by a treasure hunter known only as Lazuli, the agency is less a formal organization and more of a network of independent contractors. Lazuli will contact those who have proven their value elsewhere and offer them jobs on behalf of the agency. Some of these jobs may be simply to find out who is in possession of an artifact, so that the Lazuli Agency may act as a third party deal broker. Others may be classic treasure hunts, full of puzzles and peril. Unlawful retrievals are also not uncommon.


Group Name: Candlelight Council
Origin: Magic
Alignment: Villain
Mission:
Public - To offer, free of monetary charge, miracles for the desperate and destitute.
Private - To remake the world into an eldritch realm under the rule of the Candlelight Council, whose inner cabal will ascend into godhood.
Summary:
Candlelight Council is a group that fronts as a benign organization. It offers free of monetary charge miracles for the desperate and destitute. However, those who accept the miracles forfeit their souls after ten years. The souls are partially used to power subsequent miracles and the rest are used to charge their Ascension Array. (The heroes of Shadow Sentry refer to it as a Doomsday Array.) The inner cabal of Candlelight Council consists of thirteen magic-users. The leader of the cabal is a sorceress named Bruixa Clemencia.

Lower ranked associates of the Candlelight Council spend their time looking for needy to contract and fighting off Shadow Sentries trying to stop them. Mid-level associates may be called in to assist in defending Candlelight Council outreach offices from Shadow Sentry raids. They may also engage in excursions against the Shadow Sentry to cripple their operations. High level associates may be assigned to find magical artifacts or establish an expansion of the Ascension Array. All three look like being very useful for the overall setting, and have an understated/hidden angle that works well with our aim of having more diverse mob/group interactions than were found in CoH.

I've mentioned it before, but Crey were the biggest casualty from the way CoH handled group interactions - the idea that every group had to have an aggressive open world presence meant that there was no real mystery about their intentions to be investigated by the players - it was obvious from the moment you entered Brickstown that Crey were bad guys, and the only question about them was what kind of cimes they were getting up to.
The mysterious nature of Malta was also undermined by the squads of soldiers and robots hanging out on Peregrine Island, while the Rikti menace wasn't enhanced by having them as normal zone spawns in Founds Falls and Peregrine Island.

They were working to try and fix this in later content, though - in the Dark Astoria revamp we got the Malta agent Max as a contact - he was just a guy in a suit with no surname who always contacted you by phone, not face to face - he pulled strings, had access to unknown help and resources and tried to manipulate you into helping his agenda while letting you still follow your own.

Basically, we finally got an in-game version of the official description of Malta we got back when Issue 1 came out:

"Secrets within secrets. Black helicopters and balaclavas. Shadowy agencies with limitless slush funds, and black-hearted agents with licenses to kill. Hushed conversations on internet chat-rooms that mysteriously vanish. Men in black with blank identities, and deadly women with a dozen passports. A high-tech paramilitary force divided into clandestine cells and dispersed around the globe – this is the Malta Group.

In a world of super-powered chaos and costume-clad adventurers, there are still mortal forces that try to control the storm. One such group is spoken of in whispers, even at the highest levels of power. Rarely seen, those who know of them detect their fingerprints staining the headlines with frightening regularity. Young heroes may never encounter these forces directly, but paranoid government analysts and conspiracy experts believe the Malta Group’s machinations are ubiquitous".


It was just a pity that we had to wait until Issue 22 for the "real" face of the Malta group to finally be shown.

In Issue 24, they were also trying to fix the Crey problem a bit, with several of the Crey crime spawns in Brickstown being replaced by Crey PR reps showing off Power Tanks and Paragon Protectors to groups of citizens.

Your three suggested groups, especially the Shadow Sentries and Candlelight Council don't advertise their intentions right way, and would need deeper player interaction with them to learn about them than just being attacked by an aggressive zone spawn.
The Shadow Sentries and the Candlelight Council also work within the theme of magic being somewhat isolated from the other 4 origins, and being something of a world apart from the modern world, where in spite of the presence of mad science, the title of "scientist" doesn't carry anything like the same historical weight of dark suspicion as titles like "witch", "wizard" or "sorcerer".

So while there are open battles in the streets and skies of Titan City between various heroic and villainous groups and individuals with a frequently more modern day basis for their powers, there's also a secret/shadow war going on behind closed doors between magical groups of various alignments, where the stakes are just as high as something like an alien invasion, but the general public remains ignorant of the conflict.

Interestingly, it was also through a group of understated/hidden magic users - the Midnighters - that CoH managed to break free of the hostile zone spawns framework for introducing groups to players.

Well, I think that the original reply also covers that post - the two races work well in the setting that we're building.

In the general lore discussion thread, there was mention of a Lovecraftian cult, which sounds like fun. The Candlelight Council could dovetail nicely into that for endgame material. All it would take is the cult giving the Candlelight Council inner cabal a little misinformation, leading the inner cabal into not to ascend into their own godhood, but to create an avatar for the Lovecraftian elements to act through. This would also give the players something punchable. As for the cult, it could have its hands in all sorts of mayhem, but I think someone else was going to develop it.
