Do we need a lore explanation for it? Or could we just have a contact that sends you on player created missions. You just run up to her and she goes "here I gots a mission for you." Then you pick what created mission you want and away you go. Any lore explanation would have to be one that would make sense for heroes or villans.

That works for "officially approved" content that goes with the game's lore and setting, and it's one of the way that we could potentially integrate player-made content into the actual game world - but it could seem pretty weird if the contact also gave out the more wacky mission types that players would come up with.

Indeed. That's why ScE works well. Anything crazy or too wacky for mainstream Game lore, in-game explanation is "It's a movie/TV show." Plus, if we get an integrated film making tool, then it makes ScE even more entertaining.

Jo-Xho Islands:

Capital: Xi-Fan

Located in the northeastern Indian ocean roughly equidistant from Indonesia, Myanmar, and Sri Lanka these islands have generally been isolated from much of the world due to a heavy storm system circling around it. Its native people; practicising a syncretic faith of their traditional animistic ways and Mahayana Buddhism brought by missionaries sent by Emperor Ahsoka during the height of his Empire; have had only intermittent contact with outsiders when its storm systems occasionally clear or when someone chances upon the islands. However the Islands have made quite a living by being a home to many traditionally highly valuable spices sold off to Indian then Arabic and then European traders. The islands remained largely independent from the Dutch and British East Indies companies however, thanks to the difficulty of forcing any invasions through its inclement weather. It would not be until Imperial Germany; hungry for colonies despite coming in very late in the game; arrived with a squadron of cruisers that the islands would be made to heel.

During the first world war, the Islands served as a base for German convoy raiders in the far east that proved a thorn in the side of the Entente for much of the war until the Imperial Japanese marines managed to seize the islands late in 1918. The islands were formally passed over to the control of the Japanese Empire in the treaty of versailles and would soon become a base of operations for Japan's rising imperial ambitions as the interwar period progressed. During the second world war, the Islands were blockaded by the British when Japan's power was waning in the late stage of the war, and formally surrendered in 1945 with the rest of the Empire. However, many die hard fascists refused to accept the end of the Empire and the isles have had perennial issues with a running pro-imperial insurgency that has threatened to take over the islands under the leadership of the power armoured super villain known as the Solar Samurai. However, there are rumors of something odd lurking in the islands beyond its bizarre wildlife.

Aguptra Islands

Capital: Kasala

Relatively close by to the Jo-Xho archipelago, the Aguptra islands spent most of their time utterly isolated from the rest of the world. Incredibly intense storms that also surround the Jo-Xho isles but do so much more intensely for Aguptra made navigation through any means but blind luck impossible until the advent of satellite imagery. The islands' native people practice their own faith somewhat affected by Buddhists who visited the island after being shipwrecked millenia ago, and managed a surprising level of technology despite their isolation. However even more interesting is that the Islands seem to be a haven for unusual life forms. Clades of animals that survive nowhere else on earth find their sanctuary here; including long extinct creatures such as Dinosaurs and Gorgonopsids as well as some truly gigantic wild life that gave the islands the nickname of the "islands of monsters".

Imperial Japanese forces would claim the islands in the lead up to world war two as weather controllers under Japan's employ parted the storm to allow their colonizing forces through and the Islands would serve as a fortress for the Empire's soldiers and submarines throughout the second world war. Reminders of Japan's brutality can still be found around the islands, and many secrets of the second world war have yet to be unburied. However, much like the Jo-Xho Islands, the geology of the islands has always seemed unusual to scientists; as if they were not formed through ordinary processes. Given the difficulty of exploring them; the data on the islands is sparse and scarce at best.
